Originally from New York, Phil graduated from The Citadel in 1969 and earned an MPA degree from the University of Colorado in 1975. Phil has lived his adult life in Germany, Colorado, and Pennsylvania.

Phil began writing poetry 30+ years ago. Since then Phil has written numerous poems detailing the emotions, moods and perceptions about encountering life’s events. These poems encompass the reactions we all share in response to victories or defeats, suffering or celebration. Phil’s poems embrace our shared humanness, born from experience, imagination, and observation.

To date, Phil has written five copyrighted collections of poetry. His poems have appeared in newspapers, newsletters, magazines, and anthologies of poetry to include the Pennsylvania Poetry Society’s Prize Poems for 2013, 2015 and 2022 and several editions of Poetry Quarterly. Phil is also an accomplished photographer and often pairs his poems with photographs he has taken.

Phil is a member of the Pennsylvania Poetry Society, and the Adams County (PA) Arts Council.
